As someone who advises job seekers to "become someone's employee referral" I still have to reluctantly admit that in my opinion most employee referral systems are grossly inadequate. While executives look at the cost savings the responsible parties often give it lip service and usually will kill its effectiveness by over-complicating the rules. At the other end of the spectrum is a loose employee grab-bag where recruiters have to sift through unemployed bartenders who "have a friendly personality and would be great in HR." As you point out, balance is key.

My horror story is the discovery of an employee actually placing unauthorized advertisements for company jobs in the local Pennysaver flyer picked up in supermarkets. The reward for placing someone in the company outside of the official applicant flow process was too tempting. It not only diluted the referral pool with non-referrals but also exposed the company to OFCCP compliance issues. Like social media, this example emphasizes that the problem is not really with the medium but the message. It only works when the referral is a genuine endorsement regardless of how it gets transmitted.
